How to Apply for a Blue Badge in the UK When You Have Episodic Mobility Conditions

The Blue Badge scheme helps people with mobility difficulties park closer to their destination. If you have an episodic mobility condition—meaning your ability to walk varies over time—you may still be able to apply for a Blue Badge, but there are some important considerations to understand.

Eligibility Considerations for Episodic Conditions

Blue Badge eligibility is generally based on how your condition affects your mobility on a regular basis. For people with fluctuating or episodic conditions, such as multiple sclerosis or arthritis, councils will consider how often and how severely your mobility is affected.

This means you should provide detailed information about the frequency and reliability of your mobility difficulties. For example, explain how many days per week you experience significant walking problems and how this impacts your daily life. Councils do not decide based solely on your “worst days,” but rather on whether your mobility issues are persistent enough to justify a badge.

Applying for a Blue Badge

You apply for a Blue Badge through your local council, using their application process. Most councils allow you to apply online, where you will need to provide:

  • A recent digital photo showing your head and shoulders
  • Proof of identity (such as a passport, driving licence, or birth certificate)
  • Proof of address (such as a Council Tax bill or government letter)
  • Details of any benefits you receive (if applicable)
  • Your National Insurance number (if you have one)

The council may also ask for medical evidence or details about your condition to assess your eligibility. Be honest and thorough about how your condition affects your mobility, including how it fluctuates.

What Happens After You Apply?

Local councils usually make a decision within 12 weeks. If your application is refused, the council should explain why and you can ask them to reconsider if you believe they have not fully taken into account your condition or circumstances. You can also reapply later if your mobility problems worsen.

Important Notes

  • Blue Badges typically last up to 3 years, after which you must reapply.
  • If your badge is lost, stolen, or damaged and it is not within 3 months of expiry, you must use a separate replacement service provided by your local council.
  • Costs vary by country: up to £10 in England, up to £20 in Scotland, and free in Wales.
  • A different application process applies in Northern Ireland.

Because eligibility decisions depend on individual circumstances and local council policies, it is advisable to contact your local council for specific guidance on applying with an episodic mobility condition.
